Which date is correct to write in labor contract as the start date of the job?

We will obtain a work permit for our foreign employee in Turkey. Will we write the start date of the worker in the contract?

Considering that the employer can submit the statement of employment with registered Social Security Insurance (SSI) of the foreign employee within 30 days as of the work permit approval date, the start date (actual working) must be written in labor contract.
