Does a permanent person working in a company established in Turkey have to submit an income tax return for the wages he/she receives when he works abroad?

A person residing in Turkey, who works as a regional officer of Africa and his/her salary is deposited to the account in Kenya. In this case, should he/she submit an income tax declaration in Turkey?

If his/her salary is paid with payroll in Turkey, Annual Income Tax Return will not be submitted.

Income Tax is deducted from the payroll and taxed.
