Can public employees be partners or managers of companies? (In Turkey)

The partner, which owns a 60% share in a limited liability company, works in the public sector. Can the partner establish a company or become a manager?

In the law, it is clear that at least one of the company’s partners must be the manager authorized to represent the company in all matters. However, although there is no obstacle for the public official partner to be a partner in the company, there is an obstacle regulation in the personnel law about being an authorized person to represent the company. The partner cannot be a manager authorized to represent.
